Since 1st October 2008,
all buildings that are occupied by a public authority
or, an institution providing a public service that are
visited by a large number of persons, and having a total
useable floor area (TUFA) greater than 1000m², are
required to have a DEC.
The Government developed
DEC software generates an Operational Rating, calculated
from the actual energy consumption of the building over
a 12 month period against the TUFA. The DEC shows how
much energy the building uses and consequently how much
CO² it produces annually. Along with the DEC, an
Advisory Report is also produced, outlining any
recommendations and possible improvements that could be
made to help reduce energy consumption and therefore
reduce CO² emissions. A DEC is valid for 12 months and
the accompanying Advisory Report is valid for 7 years.
